Russian Prime Minister Dmitry Medvedev signed a government decree N744 to postpone the indexation of the tariff for the Platon truck toll collection system, Interfax reports. The date was moved to July 1, 2019. Thus, heavy trucks will receive a delay of one year. The decision comes into force on June 30 of this year.
Since July, it is planned to tighten control over non-payers in the Platon system on the basis of automatic fixing of administrative offenses. In this case, the authority to identify them will be transferred to the Rostransnadzor. Corresponding changes to the Code of Administrative Offenses have already been approved by the State Duma and the Federation Council. According to the Director General of Trasko Taras Koval, strengthening the administration of fines “will create equal conditions for the implementation of legislation for all carriers.” However, in the discussion, which started on Mr. Koval’s official Facebook page, one of the participants expressed doubt about the attainability of equal conditions. To be more precise, all or at least more than 90% will “pay a penny” to the “Plato” system. And the increase in tariffs will not contribute to strengthening payment discipline. Recall that earlier the head of Rosavtodor Roman Starovoit stated that this year there will be no indexation of tariffs in the Platon system.
